1:要鼓励拼车吗？Car-pooling or Not?
More than half of the cars on the road in Shanghai don't carry a single passenger, Xinmin Evening News(新民晚报) reported.
To combat the transportation problem, the local government(地方政府) should encourage car-pooling among private car owners(私
家车主) and continue developing public transportation(发展公共交通).
Many developed countries(发达国家) encourage people to share their cars. In France, people who drive alone during the rush
hour are fined(罚款) for putting heavy pressure on energy and transportation.
Several experts in China are calling on (号召) the government to green light (开绿灯) car-pooling to save energy and protect
the environment.
However in many places across China, car-pooling is banned (禁止) by local governments for fear of the uncontrolled growth of
unlicensed cabs (无照出租车) that have plundered profits (非法牟利) from legal taxi firms(合法出租车企业).
相关资料：英美把小汽车合乘(car-pooling)称之为小汽车共用即car-sharing，在国外拼车是受鼓励的，Car-pooling利己（节省费用），利人
（减少了尾气排量，有利于共同生存的环境）。有些国家甚至还为此设立了专用车道。北美许多大城市根据小汽车交通发达的特点，提出：鼓

在保证出行的前提下又节省了交通的费用和减少了交通的拥堵，还能减少能源消耗。1988年汉城举办奥运会期间，合乘小汽车作为减少交通流
量的有效办法曾进行推广。
